Supply and demand. 

Sadly more often than not there is more demand then there is a supply of various things.

Right now, yes, things like toilet paper, sanitizer, etc.

During normal times, if you have a huge supply that you charge a lot for, you will have that huge supply for a very long time.

There tends to be shortages from time to time for various reasons.  During the Obama administration the shortage was on ammo.   Everyone was afraid they would pass legislation limiting the purchase, so people went nuts stocking up.  I am sure there are lots of people out there will a huge stock pile to this day.

I remember that vividly.  I honestly thought they were going to as well.

Luck for us there was enough push back from the other political party that it was not possible.
